Lake salmon regulations... clarification

Hi just have a question concerning the regulations as they apply to lakes. This particular lake (Lakelse) isn't listed in the regulations with any specific rules or anything but the river it drains to is classified waters with no retention on pinks. When you look up the salmon regulations for the lakelse river it gives the rules and says this also applies to all tributaries...is the lake considered a tributary of the river in the regulations? 

I am asking because my wife saw a guy retain a sockeye and a pink at the mouth of a creek on this lake and just trying to clarify the rules. Then this creek is also not listed in the regulations. Do the lake and the creek just follow the general region regulations or do the lakelse river guidelines apply since they drain to that river?

I am pretty sure that there is NO retention of salmon in lakes unless otherwise specified in the regs.
Could be wrong though....
