gonna try garry point later on from shore, hopefully theres some staging fish
do i bring the waders or leave em at home?

Think it would be wise to cast from the shore rather than go stand into 3 ft of water as Garry Point Park shores can  frequently have big wake from passing marine tugs ships pilot boat on & on.
People fishing from the rocks start climbing when large wake waves hit the shore.

Is it possible (with a reasonable chance of success) to catch Sockeye on a fly rod from this location, or do most angles use spoons/spinners?

^^^ makes a very good point. If you're wading keep a watchful eye out.

If I was going to give it a go, I would try something shiny followed by a pink and glow squirt.  Like use a kroc as a flasher and run a 'dropper' to the squirt or mac's chacha etc.

Or float fishing some krill.

I haven't heard of anyone having success.
