Wow I see the issue now.

I was trying to "google" region 2 regs and I am constantly directed to the wrong site.

had to go to gofishbc and get it from there.

If anyone needs the regs they can be found at http://www.gofishbc.com/how-to-fish/fishing-licence-bc.aspx

Can't explain why they would change it without redirecting things

Actually I just took a closer look (didn't have time earlier ) and most likely env.gov.bc.ca's server is just down. I'll give it another day before contacting the person responsible for the online regulations at the ministry.

My friend was still able to get his license at freds even though the site was down this weekend.
Not sure how they can access when we couldnt but they did.
