what does hang ratio refer to as it says in the fishery report? "hang ratio 3:1"?

Hanging ratio is determined by the length and height of the net, which determine the type and size of the holes.

I thought that conservation concerns trumped even native fisheries.

Native communal openings are granted unless a fish stock is really low.  At this time chum numbers are high enough that communal opening requests from native bands have to be granted.

Two of thier boats ran into each other a week ago all boozed up while fishing for chum in the lower fraser and the coast guard had to pull the wrecked boats into shore!

kk thanks for the answers guys
Just thought it was odd seeing those boats out cuz that was a day or 2 after the chum were closed in the tidal for us recreational fishers so i thot wtf I havnt even had a chance to go chumming! It was gonna be my first time trying for chum too.
Oh welll lets hope they didnt take em all
