Chummer, carp can be extremely wary and difficult to catch on some waters, but they can also be very stupid and/or aggressive, both in their nature and in their feeding habits. 
In winter they can still be easy to catch although they are much harder to find and their feeding habits change as their motabolism slows down.  They tend to hold up in certain locations so as not to expend energy, which means they need to find food to replace it which is not readilily available in winter.  Another factor is that sometimes they will just sit at a certain depth in the water, at a temperature that is comfortable for them and therefore fishing the usual method with bait on the bottom is useless.
