A- holes on my river!

Went to the Chehalis today.Dropped down into one of my fav holes in the canyon to find some @#$%$#!$@#%% with a hatch steelhead tied alive to a rope tied to a log,and the guy was back fishing :o !!! >:(  After a couple of minutes my fishing buddy asked him if he was going to bonk it or ride it home? ??? and reminded him that he had to pack up and quit fishing.The guy packs up his rod goes to the fish and releases it >:((thats what my buddy told me I thought the guy bonked it and packed it up!) after its had a rope in its gills and has been thrashing around!!!He probablly did not even have a steelhead tag!!  I hope bozos like this are few and far between  on the North side or I'm going to snap!!

BigFisher, its illegal to keep any fish trapped or restrained while you decide what to do with it. 

I would think that it was a summer run in which case it should be in not such great shape right now (if it were a chrome winter, it would most certainly be dead).

Hopefully the fish lives to spawn.  If it swam off then the chances are probably quite high that it will survive.

 The fish was fairly chrome with some blush, most likely a summer run.Buddy saw it swim away,but it's probably dead by now.          BigFisher.. Why would he release it? ...either no steelhead tag or he didn't want to sit on his butt the rest of the day and watch his buddies fish.

i was told by a fisheries officer that any fish that is for retention is to be dipatched as quickly as possible. Live wells, holding pens ect are not legal on boats anymore except for revival purposes, I would think that restraining any live fish for any longer than the time it takes you to : A) take a pic and release it , or B) remove it from the water and kill it is contrary to the regs. What this guy was doing is the same as keeping a trout in a lake alive on a stringer in hopes of catching a bigger one, or maybe he cell phoned his buddy to bring him a steelhead tag and had the fish tied up till then. Correct me if I am wrong and i haven't had time to check my regulations , but it's my understanding that keeping fish alive for any other reason other than A and B above is illegal, in B.C. anyways.
