--all you need is a finance clerk...they are not expensive in terms of salary, but they save millions. one of the many positions that were found to be redundant around 2003 when core reviews were happening
--when they do their job everyone asks why do we need them...no problems here.

--if you think this spending is a big deal...what do you think professional reliance approach to resource management has cost... just submit your will we trust you're following all the rules.

Excellent idea. Finance clerk to be like an umpire calling strikes/balls in gov. spending. If a finance clerk was in place this fire would of been put out before it became a big out of control forrest fire of immoral spending. Now if this was China ,N Korea, or strict Muslim country....look mom I have no more hands & in China / N Korea it would be the firing squad.

Because of the love of $$$ ( like $$$ is ok but not worship it to the point people steal lie crime kill...for it. Greedy boss making mega profit pays min. wage or a little higher so he can get more & more profits )

Past story of a PM accused of taking cash under the table...a VW wrecker /used VW parts/repair shop had lots of wkrs but the $$$ was tight. Why? A person in the office was cooking the books & giving themselves the detoured $.
An aluminium boat builder with many employees was barely making it. This Wa. State co. had to lay off wkrs & nearly closed the doors. Then they found out an office worker was cooking the books. Corrected the problem. Today their plant is bigger in size & all the wkrs were called back.
A few weeks ago the owner of a fruit & vegetable produce store told me one of his long time workers ( must be over 12-15 yrs at least ) had to be let go. Caught stealing $$$. He just wonders if the wkr just started stealing or was stealing for yrs & yrs ???
One of 100s of locations where I did floor waxing had so many wkrs in a warehouse. One white collar guy had access to security monitors in his office. Throughout this warehouse were cameras to help prevent the theft of products. As it turns out the guy was terminated because he was caught stealing himself. Kinda like a bad cop who strictly enforces the law breaks it him or herself.  ;D
Think we just might need the finance clerk to check the finance clerk.

This whole world is subject to abuse thus it will never be perfect. Human race is too flawed. There's still many who have a conscience like the guy or lady who finds a bag of $$$ or something & tracts down the owner for it's safe return.
