Tidal Fraser activity in March

Went for a walk with the family after dinner along the boardwalk in Steveston and noticed a guy fishing on the dock in front of the new development. As we passed, he was on the way out and I noticed a small grocery bag with about 2 to 3 small fish in there. He drove off before I could ask him about them. I hope they weren't bull trout  :-\ but what else would be in there this time of year?
