Island Outfitters in Victoria is a good one to go with when you are there. The marina where their boats are can be reached by walking from most hotels so you can leave your car at the hotel parking lot, which is a huge plus because parking can be a challenge in that city. They do offer both salmon and halibut fishing.

For the Vancouver Area, you may want to try out trolling for both sockeye and chinook salmon at the Fraser River mouth with
Bon Chovy Fishing Charters or
Pacific Angler. Both are very experienced guiding operations based out of Downtown Vancouver.
Further East in the Fraser Valley, you should consider booking for a sturgeon trip, or a sturgeon/salmon combined trip. There are quite a few good ones to choose from so I'll just list them. For this particular trip, you want to book early as they are popular (sturgeon fishing is generally fairly consistent so people book early, whereas salmon fishing is seasonal and unpredictable so last minute bookings are more common).
