Maybe it's not weird, but I've never seen them there before.  These fish were very small, and thin hanging around the dock.  They seem to be dark colored (probably black), and dig this: they have RED FINS!  black fish with bright deep red fins!  what are they?  Like something from an aquarium.

Happy to say that I caught and released my very first Kokanee that day.  Missed several hits too.  They're in the shallower water (less 6-20 feet) at this time of the year I guess.

http://www.env.gov.bc.ca/fw/fish/regulations/docs/1113/fishing-synopsis_2011-13_provincial.pdf

Page 9, middle column, third last paragraph.

Would that be the regulation forbidding the transportation of live fish?

Nope, wasn't a shiner.  I saw lots of those, and they're very apparent with their red stripe on their bodies.

Newly emerged fry? Could the red "fins" be the remains of the egg sac?
The only red finned fish I've ever seen are the red-fin "sharks" in my son's tropical fish aquarium.

A couple summers ago I seen a guy targeting, catching and keeping a bunch of very small fish at the main dock. I don't know what they were or what they looked like because I was in my pontoon  a little ways away. I assumed they were shiners.

You can get in pretty hot water with anyone who catches you, its very much illegal.  Shiner infestation has ruined many lakes in the interior.  Shiners quickly take over and decimate the insects that feed trout.  All it takes is one pregnant female.  Should you choose to get rid of the tank, unfortunately, you're going to have to kill your fish.  A cup of bleach should do it.
