I'm assuming that the corporation that owns the truck has declared bankruptcy.  Don't they have a responsibility to clean up their mess in a reasonable amount of time?  The news camera should have got a better shot of the company names on the side of the trucks.

I saw on the news tonight ICBC is going to clean this up and bill the company involved.
