Salmon don't have a chance

Flying into Vancouver today my plane went over the mouth of the fraser in preparation for landing.  I saw 8-10 fishing boats with nets covering almost the entire river mouth.  I can't see how anything could get by those nets.  The heated discussions about selective fishing and BB'ing really seems moot if no fish can enter the river.  Too bad the commercial fishing or first nations boats don't practice selective fishing.
