Chironomids in moving water?

I'm seeing a lot of chironomids (what my novice eye takes to be chironomids, anyway) in local and I know it's getting into the right season for them.  Everything I read seems to only reference using them in still water and I was just wondering why?  Are they not effective in current?

they are more frequently called midges in streams and rivers and are much smaller. Yes they work. Apparently midges/chironomids have very high protein and calorie values despite their size and so trout love them.

I fish #20 Zebra midges(chironomids) in streams with my tenkara rod, they work well especially this time of the year
