I can see the interpretation of no motors for people fishing as it comes from the fishing regs.
However, correct me if I'm wrong but aren't there signs posted at the lake saying no motors? To me that means no motors for anyone, not just people fishing.

I decided to get in touch with the Director, Parks and Facilities
here is the reply

Thank for your inquiry re Whonnock Lake.
The Ridge Meadows Canoe and Kayak Club applied to the Parks and Leisure Services Commission a few years ago requesting permission to have 2 safety boats on the lake during practices and special events. This request was approved and has been in place since that time. I can confirm that these are the only motorized boats that are permitted on the lake at this time.
