Tidal boundary is the CNR bridge. Not Dollarton Hwy, Mt. Seymour Parkway, or Grantham bridges.  :P
Read the regs because you'll probably be checked there.

I'm glad you're asking and yes the train bridge is the boundary but a lot of you folk (particularly the looky-loos loos who contribute nothing) should read the regulations!
Others post them for those of you that can't read and I know there are a number of you that just want to make sure as "ishollands" is, becauae they can be confusing to a degree; but it behooves me the ignorance and or lack of knowledge that is so redibly available.
Ask for conformation but don't say:
"I read it on the internet forums so I thought it was OK."

Googling 'seymour River fishing regs' shows no fishing for salmon at all.

Googling seymour estuary regs gets nothing.

Where are you finding the regs to read?
