You are right, Bush shouldn't have signed it as many times he did. He followed the republic form of govt too much for what he was offered.
He knew it would pass in a few months. Hardly anyone could read it.  No republican voted for any of the stimulus except for 1-2 moderates, of which one might have changed parties.
