Chilliwack River upper boundary shift begins on July 27th

The Chilliwack River is open to the retention of 4 Chinook per day from July 1 to March 31. Effective 00:01 hours, Monday, July 27, 2009 to Monday, September 7, 2009, the current no fishing boundary is extended to include the area from the confluence of the Chilliwack River and Slesse Creek downstream 100 meters to a line between two triangular boundary signs on either side of the Chilliwack River.  This measure has been put in place to ensure hatchery staff is better able to meet Chinook brood stock requirements.

This action has been reviewed and is supported by the local Sport Fish Advisory Committee and will be implemented annually. Variation order# 2009-294.

Notes:

The aggregate daily limit for all species of Pacific Salmon (other than kokanee) from tidal and non-tidal waters combined is four (4).

Barbless hooks are required when fishing for salmon in tidal and non-tidal waters of British Columbia.  This includes all species of fish in the Fraser River.

Sport anglers are encouraged to participate in the voluntary Salmon Sport Head Recovery program by labelling and submitting heads from adipose fin-clipped Chinook and coho salmon.  Recovery of coded-wire tags provides critical information for coast-wide stock assessment.  Contact the Salmon Sport Head  Recovery Program at (866) 483-9994 for further information.

Does this mean the Limit Hole is closed? Yes, that is great news,what a disgusting display of goonery that occurs there when open,persons snagging fish and  retaining tomatoes.I have on occassion taken children there to teach them not how to fish,to point out the snaggers and the difference between an edible fish and one that should be left to spawn.

Hi Davis, yes that means Limit Hole is closed. Last year, the Upper Fraser Valley SFAC and DFO have decided that it should be closed from August 1st to September 7th as a measure to ensure that the hatchery collects the red chinook salmon broodstocks required since they have a tendency to hold up in that run. This year, the hatchery has become very concerned on not being able to meet the broodstock requirement and requested an immediate closure instead of waiting until August 1st.

Glad it is being closed. Even though I hate to see area's closed for fishing the way majority of those that work the water there all  year round is most unsavory. ::)

I dont understand why they dont just close it permanently  :-\ I mean then they would be able to get the broodstock all the time without moving the boundary. I mean its always a slogfest in there regardless of whats being targetted  >:(

To tell you one of the reasons is the majority of the Upper Fraser Valley Sports Fishing Advisory Committee do not like to see fishing areas lost. We have to be carefull here that we do not move this thread into a flossing debate as we have gone over that many times here. If you are concerened write to Fishing and Ocean Canada.

Good points. If you become an angler who can catch rediculous amounts of fish in these areas when fish are stacked in there... move yourself to a more challenging area to fish. This could be termed"ethical responsibility". As far to unsavory fishing... learning to place the hook in the mouth instead of the fins is all part of the learning curve and even those experienced in percision miss from time to time. Layoff the newcomers as they support our rivers more than the pros because they are far greater in number and numbers keep us fishing and keep a hatchery.

Both proponents of seasonal closures and permanent closures have very good points. To understand what the controversy is, one should understand different perspectives in this issue. The purpose of this boundary shift/section closure is to ensure that the hatchery obtains the number of red chinook salmon broodstocks that it requires. This management measure was decided after the hatchery had trouble achieving this last year. The questioned section, Limit Hole, is where these fish and many other spawning salmonid tend to stage together instead of moving into the hatchery channel right away.

With fish staging together in large numbers, it brings out two types of individuals that behave in ways that are not acceptable in BC's recreational fishery. One is seasoned users who are fully aware of their action and do not have a problem with catching these staging fish in any way possible. The other is newcomers in this sport who have a tendency to watch what others are doing and copying as it is often the only way to learn. The Chilliwack River, being an easily accessed fishery that is so close to Vancouver, has no shortage of these entry-level users.

That being said, the Upper Fraser Valley SFAC wanted to make sure the DFO is implementing this change to ensure the hatchery obtains the broodstocked needed, not to close off angling access due to poor angling behaviour. It is not suggesting that this types of behaviour should not be condemned, but one has to question where do we draw the line if we are to close access based on behaviour. Perhaps 100 meters upstream and downstream of Keith Wilson Bridge, Vedder Crossing, Peach Road, Vedder Road, railway bridge, Tamahi Rapids should also be closed as the same types of behaviour are just as widespread in these areas. Where will users who conduct themselves this way go when areas are closed? Closure based on behaviour may seem like a instant problem solver, but in the long run it may cause more damages than goods. Closures only shut out those who obey regulations, not those who are not concerned about how their actions can affect others and the resource.

Two better strategies are needed to solve the problems that seem to be growing - Education and enforcement. There has to be more public outreaching and a better educational channel where entry-level anglers can obtain information to raise our angling standard. Yes, there is a learning curve and most entry-level anglers will make mistakes, but lets make sure they have a way to learn those mistakes so they do not assume that they are doing something correctly. Enforcement is needed to pressure those who choose not to play by the rules. Both strategies would work more effectively with anglers' participation. Join a sportfishing affiliation such as the Fraser Valley Salmon Society in your area so you can be part of a strong voice that makes changes. Be involved in angling educational programs such as Fish For the Future that many of us had just put on two weeks ago. Phone in to report violations whenever you witness one.

Was there this morning, shoulder to shoulder, picked up some garbage and tins. Shot some video, will post later. Saw 2 caught, both dark. All anglers but one using wool, he had a fly on, looked like a leech.
