Title: New Salmon Regulations - somewhat confusing

Hi all,  I'm hoping to get some insights into why DFO has used three different descriptions of what is allowed related to Chinook fishing in our local tidal waters starting April 1st.

Keeping in mind: the species that are actually available and/or open, and the mortality related to Catch and Release, why:
 - some areas No Fishing for Salmon, and
 - some areas No Fishing for Chinook, and
 - some areas Chinook Non-Retention

Shouldn't they all be the same?
