Could not agree more this is disgusting and indicative of an organization with something to hide. I rather suspect the steelhead has been sacrificed to allow for gill-netting  and the DFO is trying hard to hide the fact they negotiated it. Hate to sound like all the conspiracy theorists but when you redact or obstruct that much usually it because you are afraid what will come out.
