Unless the real work of restoring and protecting salmon habitat is prioritized, we will continue to nibble around the edges of a problem that is growing bigger every day.

Grasshopper, you already know the answer.  When people in positions of power say one thing , but against all logic and reason do another , you know something is up.  There is another script they are following.
