Well, a commercial notice is available from DFO's website. It says the following:

Subject: FN0630-Salmon: Fraser River Sockeye Update - August 29, 2005

The Fraser River Panel met today and reviewed current stock status information
on this years return.
There have been no commercial fisheries targeting Fraser River sockeye to
date. Based on the information presented, and given the proportions of late
run sockeye in all areas, the Department has recommended that commercial and
recreational opportunities will continue not be pursued at this time. This
recommendation is supported by Canadian members of the Fraser River Panel.
The Department would also like to remind the general public, fish processors,
and storage facilities, and retail outlets that it is illegal to purchase, sell
or possess fish caught in contravention of the Fisheries Act or the Regulations.
There will be an update on Tuesday, August 30 with further details on the stock
status of Fraser River sockeye that was provided by the Pacific Salmon
Commission staff at the Monday August 29 Fraser Panel meeting.

i wonder how much it costs (us taxpayers), to have these so called "panels" meet... just to post the same jargon over and over.
let's face it. this was their plan from the get-go.
they've always wanted a public outcry and rebellion, to initiate a change of mandate over the current FN constitution. in essence, they knew they didn't have the balls to stand up to FNs, so they've angered the public to fight their wars, for them.
...maybe i'm fishing for an answer, but then again, who isn't?

How about applying the law of supply and demand. If there's no demand, then perhaps the unlawful party will limit their supply.

I guess that information is in anticipation of the protest fishery by the commercial fishermen.

just because there's demand for them, doesn't mean it justifies breaking the law. don't forget sockeye salmon is not exclusive to the west coast of bc. its not an illegal contraband that can easily be monitored or controlled outside of our borders.
how about applying the law of the land and severely prosecuting the guilty, then the unlawful party will cease to supply the demand.
