Read the Lower Mainland report (http://www.fishingwithrod.com/fishing_report/lower_mainland.html). ;) There is a list of recent stocking dates of local lakes.

The Pitt and Lower Fraser should be good for bull trout/dolly varden at the moment, catch and release only.

Spinners will work very well. I drove over the Middle Arm today, water clarity is not looking great so it looks like freshet is well underway. I am hoping it'll clear up a bit by late May, and spinning for dollies will be excellent. Even with 1 foot of visibility, you'll be able to get them. Copper has worked best in the past.
