wanna to go upper cap tomorrow morning, but gate open hour is from 8-8 pm, i
just wondering if there is other  way to go there ????

yes...God is generous that way...in fact just yesterday he gave me a cold.

The gate is always opened, at least during the trip I have been there at first light. You don't necessarily have to go all the way up there, there are many other locations where you can park and fish. :) Good luck.

Make sure you check the cam: http://members.axion.net/%7Evkc/ It's been high.
