how to apply and where to apply/call to be licensed to sell bait whether it be roe or prawns ect...

You need a commercial fishing license to sell your harvest.

Or, buy from a commercial source and sell it. In this case you probably need a business license in the municipality where you are selling. Not sure if you need other additional licenses to be a seafood vendor. Best to find out from DFO.

I believe him selling you roe without a license to do so would be illegal.
