If you are looking for pink, mid September will be best, there is alway cutty around.

Can you fish from the shore or do you need a boat to get out to the deeper areas.  The river seems so wide and shallow.

You can fish from the shore - above the highway bridge from the golf course side, or anywhere near the Kilby boat launch are decent.  No retention though above the #7 bridge so if you are looking for fish to take home, make sure you are downstream.

The fishing is definitely better in a boat as most of the fish travel out of casting range.
You can fish sucessfully from shore though. One of the best spots from shore is just downstream from the railway bridge close to pilings. There's a bit of a drop-off at the pilings.
