I think I know the answer to these questions but - does "scent" squirted onto a lure count as bait?  and are Jensen eggs considered bait?

Lures that excrete scent are categorized as bait. Jesen eggs are categorized as bait.

Bait ban information for the Fraser River has been issued in this fishery notice:

What if I'm chewing on some roe and then just give my lure a kiss for good luck.

Is that ok?

Nope.  But hey, if you wanna do that, why not floss with a 12' leader instead?
