Fishing has been Hot in the upper end near the town of Cowichan Lake. I live 2 blocks from the river and I have been out on a daily basis . Pheasant tail nymphs have been the ticket on a floating line 15' leader. Have been landing Browns and Rainbows up to 20" there fighting hard and taking some incredible runs and jumping all over the place. Inch for Inch I think Cowichan rainbows are the hardest fighting trout on the planet. The river is very wadable and crystal clear the tubers are not a factor as the temperatures are still low and water is still cool. What a great play ground the Cowichan is year round trout Steelies starting in early Dec if they would only get the hatchery program going again and pump up the Steelies and Salmon populations to what they once were my Kids would have a chance to enjoy this special river.
