Title: Mining expansion along Fraser River

The project is not listed on the BC Environmental Assessment Agency's Project Information Centre's Registry ... so... does this mean there will be no Provincial EA required?

It could just mean that the proponent has not yet applied for a certificate. The answer to the question as to whether a review under the Environmental Assessment Act is required lies in the Reviewable Projects Regulation. I think the applicable criteria is ... A new mine facility that, during operations, will have a production capacity of > 500 000 tonnes/year of pay-dirt.
