Frozen roe

Last year I procured some chum roe. The label says the cured roe can be thawed and refrozen . I had placed small portions in sealed bags and frozen them. This week , when I thawed them, they appear to be dehydrated with sunken surfaces. Any idea what the problem is and can the rest of the eggs be used?
