well any 1 hit the river today as it is may 1st.  any idea when the reds will start to show on the fraser and when in the vedder

They should be a few lurking about in the Fraser. Will only get better.

When the water conditions are right you can catch them now. The earliest I have caught them in the Fraser was April the 30th and a few in May on the Fraser bar fishing.

With high water conditions like it is now it not worth the time to go out bar fishing. It is best to bank your time for when the Fraser drops down a bit. As well the river will be full of debris which makes the river a little dangerous to travel on.

It's fly fishing only in he lower part of the Vedder as of May 1. It's closed in June. The river will re-open Juky 1. July is very good for red springs in the Vedder/Chilliwack system.

Yes if you have a boat, time to check out the mouth of the Sumas.

They're (Springs) not open there right now, I don't think. Maybe the mouth of the Vedder.

What if I'm standing in a no fishing area, and  casting into a "Fishing allowed" area, because I can't get good access on the ground in the "fishing allowed" area?

Retention of Vedder chinook is closed until July 1st:

It is still opened to flyfishing below Vedder Crossing in May.

It is called the mouth of the Vedder  by a lot of people but actually it is the Sumas River. The Vedder changes to the Sumas were it joins the Vedder just below the Highway #1 bridge over the Vedder River.

Let me get this straight: It's the Chilliwack from the Boundary to Vedder Crossing, then the name changes to the Vedder til it reaches the Highway #1 Bridge. It then becomes the Sumas. Have I got it right ?

I believe you have it correct but a bit of a grey zone the 200 metres between the bridge and where the Sumas is.

On the topic of whether where you're standing is legal or not, many moons ago, when the Pinhead was just a Pin, I used to fish the Allouette for steelhead.  One day when I was fishing at Alco Park, just below the hatchery boundary I hooked a nice fish.  About the time it made a run above the boundary marker, a C.O. happened out of the bush.  He made me snap the fish off because it was above the boundary marker, even though I wasn't.  On the topic of spoons, I did a driveabout this afternoon, and the mouth of the Coquihalla looks real good.  I'm going to try it out after work tommorrow.  According to a friend of mine Emory creek doesn't have enough water in it to bring the fish in to clean their gills, so fishing there doesn't look very promising.
