Personally I have never seen a 'domestic' catchable whose fins were back to normal and I have seen them up to 11 or 12 lbs.

Prior to Washington State marking hatchery steelhead the presence of disfigured or crippled fins was recommended as a method to distinguish them from wild fish. Worth noting there are now studies that indicate hatchery smolts and fry have degraded swimming ability relative to marked fish from the simple removal of the adipose fin.
