Why is it so hard to decipher the DFO's Notices?
I read the latest one or any this season or last year or the last 25 years I've been fishing Lower  Mainland waters, and I'm left frustrated because the Notice does not answer my query, which is: Is there any bloody fishing permitted on a specific river on any specific day.
You get lots of repetitious data about test fishery, their estimate of seasonally adjusted run sizes, water tempretures and volume and on and on and on. And while I'm ranting, DFO please save us recreational fishers from rubbing our noses in all the ceremonial and food and commercial fishing available to Natives. We get it. They can do whatever and whenever they like, by any means and numbers they choose. Well, wonderful for them. No need to repeat it in every Fishery Notice.
Is DFO aware that fresh juicy springs are being sold by Natives in Hope as we speak?
But..........
Is the bloody Harrison River,  for instance,  open for retention on this day Sept. 2, 2016?
The regs say say yes, as of Sept. 1.
But, in view of the fact that you can't even fish for salmon in the Fraser,  is it safe to assume the Harrison is open?
DFO, please consider doing the following in the future:
Place the technical stuff that you love reciting in a technical section of your site; and
Post a simple table showing the pieces of water which are now in the Regulations and show if these are Open or Closed for recreational retention.

I get your frustration, but the answers are easily available when you look where you need to look.  This took me under 2 minutes and all I typed into Google was "DFO Pacific".

Firstly, Harrison is Freshwater, therefore it is Region 2.

Here are the Region 2 Salmon Limits, Openings and Closures

Given that immediately above the Harrison is the Fraser and the status of each of the sub-areas is "No Fishing", I would venture that this list is up to date.

If you are uncertain of anything on this list, call your local field office.  For the Fraser River and Region 2, it looks like Steveston is the best bet.

Just checked the site you sent.
It says the Harrison is open from Sept. 1 to March 31.

That's pretty simple and clear.  It seems to me the problem is that you don't believe the website is accurate or up to date.  It is, rest easy.

Coho          Sep 01-Mar 31    4 hatchery marked fish per day.
Chum    Apr 01-Mar 31    2 per day.

From the Hwy 7 bridge downstream to the confluence with the Fraser River.
    
Coho            Sep 01-Mar 31    4 hatchery marked fish per day.
Chinook    Sep 01-Dec 31    4 per day only 1 greater than 62 cm.
Chum    Apr 01-Mar 31    2 per day.

Seems clear to me that you can fish for and retain the above.  Am I missing something?
