I'm guessing, but I think August 1,for sockeye, and july18 for springs.

Region 2 I assume? Chinook opens July 16 at this point. Numbers have been low according to DFO. I would like to know if and when sockeye opens on the lower Fraser.

With size restriction probably at the opening.

I presume you are asking because you don't know where to find the information. There are 2 places where you could look:
1) The Freshwater Salmon Supplement has the dates of the current closure
2) You could search the Fisheries Notices from 2013 to see when it opened last year.

Both will just offer approximate dates of the opening, but it's a place to start.

Springs are already open for retention, in parts of areas 28 and 29. Pretty good fishing around the Gulf Islands lately.
