I think the only way is what Otto said earlier, Observe, Record and Report.  The only problem with this, it seems to me that the authorities really don't pay much attention to the Capilano.

people like that can't be educated. they can't be taught a lesson either. there's more and more people out there who aren't sport fishing. Beginners see these people, and they fish just like them. it's very sad.

that why i dont fish at  the popular spot,those are the idiots,too many of them at the river now,dont go to the stave ,you will see them everywhere,(not all the fishermen at the stave).i meant a lot more than feqw years back.may be i am too old now

I've seen this guy many times at the cap.  He is usually flossing in the fast water but, he isn't the only one.
