Why is the blasting over a 3 to 5 year period? I assume it must be that there are fish in the river but with the water being so low, there can't be that many.

All the sediment and stuff would choke the river of released all at once.
There's more to it than that but someone else can chime in.

It says it in the article.  They are blasting part of it and then having to wait for the high waters during the runoff to wash away everything blasted.  They are letting the stream take away the rock instead of pulling it out themselves.  They likely found that getting trucks and backhoes into the area was less than ideal and therefore would rather wait to remove one blastings result until the stream can do it itself.
