You need a pleasure craft operator card. Take your exam and get the card at:

http://www.boaterexam.com/canada

Life jackets are mandatory. You should always have one even if it isn't.

You will get fined if you are caught on the water without one.  But really, you should be wearing one anyway if your on a watercraft to begin with (unless its a ferry/cruise ship)

And the Pleasure craft operators card is not required if you are using only manual propulsion like oars/paddles (no motor on the boat at all)

Jack , think about things for a sec , you are out on the water in a piece of plastic with air , you may or may not have a proper transom , your used motor is untested at this point and we are hoping you buy a proper battery . And now you are asking us if you need a life jacket ? If you have heard of the saying "up sheet creek without a paddle " we hope not having a paddle is the least of your concerns .Take the boater exam , always wear your pfd ,(for everyone in the boat) , stay alive . You should consider trying to go with someone who has bit of experience or at least watch every u-tube video you can find . Good luck out there.

If there is no motor on the boat you do not need a license.

yeah,  i bough life jacket today and planned to paddles in bunzten lake today, but ended up couldnt go into the water, because the police checked many people if they have a flash light, whistle, bailer, ropes and life jacket. He say if you go into the water and missing one of the following item can be fined with 250$ on each missing item. I DIDNT KNOW that we need all those stuff except for life jacket:(

2. Buoyant Heaving Line at least 15m in length

Even if you don't need it I highly suggest you take a pleasure craft operator course, as you will learn many important marine navigational and safety skills.

I took mine online at BoatSmart, if you look online you can get a coupon code.

I would get a "Scotty No. 779 Small Vessel Safety Equipment Kit" it is much easier than sourcing each item and finding a suitable container. They cost about $20 and any marine or tackle shop should have it In stock.

That would be fine, it's what we used in the judge boat for dragon boat and meets the transport canada requirements.

This is straight from transport Canada's safe boating guide

Did you know that you can make a bailer out of a four-litre rigid plastic bottle (useful for small open boats)? This is an inexpensive way to meet the requirements and have an efficient bailer on board.

Follow these steps:

• rinse the bottle thoroughly;
• secure the lid;
• cut off the bottom; and
• cut along the side with the handle.

Get your license and you would know this. Even if you don't need it knowledge is power.
