sheer will power.  or maybe they wait it out.  that's what i'd do.  sit back, have a brew and when the water slows down I'd trundle up the outside.

Not many fish moving up right now but remember the water right on the bottom is almost always slower than water further up in the column.

I think there are some guys helping, by netting them then trucking them further up river. :)
