i was just wondering do you need waders to access scale bar or is it nice and dry

no waders needed to acess it however, at this time of year most people are out waste deep casting away.......

Yeah, you will definately need your waders to get out to where everyone else is fishing.  Otherwise you will drift (bounce) right into them.
