Title: Upper Pitt river closed for salmon fishing except for....

So in the regs I see Pitt River , upper and lower including tributaries are closed for salmon fishing as of April 1. Then I look at someone like Willie Mitchels Instagram page and he was just at the Pitt river lodge with a group of people and they are all doing guided salmon fishing, pictures of wild coho caught and released.

Does the Pitt river lodge get special permission to take guests out on a river closed for salmon fishing? Or am I reading the regs wrong. It used to just be no retention for salmon in the regs but now says no salmon fishing.

However, on their webpage, it does indicate the fall is coho fishing season, not trout season.
