Looks like a Ratfish, like FA said. Probably a male, with "claspers extended" in the still photo. They're shown retracting in the video. Remember catching them up at Pender Harbour.

That's  one that can keep the lure. Ugly brute. Back home we would occasionally  deal with a cuck. Ugly fish but it was awesome  eating. They're  on a protected  species list now.

Update - I just googled  ratfish and I think you won the 50 cent cigar or your choice of prizes off of the second shelf.  They're  not going to have a dent put in the population by me.
