Barry's has them. Make sure after you buy it to go pump down at white rock that's where all the big juicy guys are.

They are pretty pricey - in the $130 + tax range. Alvey is the brand.
I have a home-made PVC unit - the store-bought, metal ones work much better.
The wall of the tube is much thinner on the metal one and digs into the sand faster.
The best time to chase them is low tide.
However, in the winter time, the deep low tide is at 2:00am and the day-time low is not very low.
I was out a couple of weeks ago and it is possible to catch some.
You need to have a tidal licence and max 50 shrimp in possession.

Being mindful of egg bearing females is appreciated when harvesting as well.

I've stopped using bugs until later in the season when the water warms up. I find this time of year they don't work any better then other baits. Just my experience. Fun to go get them with the kids though they couldn't be happier chasing me around with the bucket.

Shipping, duty and exchange may be prohibitive, but it's a possible source for you.
