well if you can buy weed on craigslist I don't think the authorities are gonna raid dudes house over some smoked fish

It might be legal, and it might not be. Not enough information to know.

The fish may have been legally obtained through commercial fisheries, or through other commercial means, and they may have the necessary permits to sell food products.
