As a person who reviewed fishing equipment, I would look at the Redington Dualy setup. It's in your price range and brand new. Redington makes an amazing product for a great price. They share a lot of technology with their sister company Sage.

Be careful what you wish for. Spey fishing will lead to the ongoing liberation of funds from your wallet. But it can be a ton of fun. Remember, if your cast isn't coming along just right, there is always a better shooting head or rod or reel that will hemp you improve.
Actually a casting instructor on the water you plan to fish is the best money you will spend in this game. Then make the decision on what set-up you should purchase. Do this and you'll save yourself a lot of time and probably at least $1000 in gear that you'll end up replacing in short order.

Ended up buy a sweet little rig from Sea Run. I literally just take my cheques direct to them these days.
