This Garbage dumping issue is everywhere these days, from Global news yesterday.

Possibly they were up all night to the am sun thus were tired & hung over.
At that point the campers had no backbone to clean up after themselves.
A not too far away high school has some students smoking just off the school grounds.
8-10 empty smoke packages laying on the ground & butts.
A city garbage can is only metres away :o
