when is the best time according to the tide when fishing lower fraser for pinks.

2 hrs before high tide and 2 hrs after give or take.  The bite usually happens within that time period.  Same with lower fraser bar fishing.

do all lower fraser bars fish better at this "prime" time?  ???

I was fishing the lower Fraser this morning from about 10 am -12 noon and happened to get into some Pinks (early ones).
The tide was rising, I believe high tide was at about 2:30 today. I find the most productive time to fish the South arm in Richmond is during the incoming tide.

Does the same hold true when beach fishing?  When would the best tide be while targeting pinks at a place like cates park?

For beach fishing generally, high or low tide plus minus 1 hour or so window is productive as fish generally become more active when tide changes.
Also, location which is productive in high tide would be very different from low tide, especially for a shore bound fisherman.
Best to walk around and get to know the area as many factors could affect your fishing success besides tides.
