Title: new waders

i just bought some new waders for this season and they came with the things at the bottom of the leg that go over your boot and clip on to them, not sure what their called, but their not attached to the wader.. just wondering how i attach these to the foot.

They're called gaiters.  Just slide them on to your leg and put your boot on then just slide them down around the top of your boot.
They prevent rocks and other debris from getting into your boots.

rocks and gravel in your boots is not only uncomfortable but can cause holes which results in leakage, which is also uncomfortable. ;D

sand is the worst thing to get into your boots, it ruins neoprene faster than rocks by far. this is why good wading boots dont have drain holes in the side by the soles where sand gets in, since getting good boots my neoprene boots on my waders last way longer, of course now i get a crotch leak before a foot leak  :-\
