One the rare occasion that the river opens it is only open above the Othello tunnels.

Was just down cycling with the family at the tunnels last weekend. Saw some nice fish holding in some calm water and watched several try to jump up a tight whitewater seam with no success.

I mean above the tunnels
This is the 2006 opening information:
open July 22, 2006 through October 14, 2006
o upstream of the lower entrance to the lower railway tunnel
o release all trout/char, including steelhead
o fly fishing only (bait ban)

Look at the regs, its open below the tunnels in the winter bait ban release everything, no problem no fish.
