Someone said its tubifex worms. But I wonder if fish would go crazy for this or just freak...

they look like a bunch of tubifex worms; they may be used to feed tropical fish in aquariums; they are of no use for fishing

If those are tubifex worms they would be difficult to use as bait. That being said tubifex worms are also known as Blood worms or a stage of the Chironomid life cycle and are the subject of numerous fly patterns.
