On the Vancouver Island freshwater fishing report by Island Outfitters (from fishingwithrod.com main page) they said "By the way, all wild rainbows and cutthroats over 50 cm must be released in Cowichan Lake."
I have checked the Province Wide Regulations and the Region 1 Regulations supplement and don't see where all wild trout and cutts over 50cm have to be released. On my reading no cutts over 50cm can be kept but one rainbow over 50cm can be kept each day.
Is there somewhere else I should be looking?

I believe you are right...
Province-wide regs are over-ridden by specific water body regs.
The lake regs only specify that 2 cutt throat may be kept (none over 50 cm) but doesn't give regulations for rainbows.
In that case province-wide regs should apply, therefore 1 rainbow over 50 cm should technically be allowed to be retained.
