seems the fly can't sink deep.

If you are using fast sink tip and still not sinking fast enough, you're fishing a really fast flowing water. Not that great for fly fishing. However, if you still want to fish that stretch, you can add wire to your fly, that would help.

the "wire" is made of lead ? should I attach it on fly or leader ?

Just explain what type of water you are fishing and we can be more helpful.

The lead wrap gets put on before you tie the fly. Bead headed flies also work well. You can also use micro shots(really small split shot). But I rarly use them I use a multi tip system for my fly line and just use the proper tip for the water that I am fishing. But I still have to use a weighted fly.

A shorter leader is also good. If your leader is too long the tip may sink but the fly will ride higher up in the water. ;)
Thats very important. I dont usually use anything more than a 3 foot leader.

Especially in water that has some color a short leader should be the way to go. two and a half to three feet of leader should get it down enough.
